The annual Synar Report describes the progress Louisiana and other states have made in enforcing youth tobacco access laws and future plans to reduce youth tobacco access rates as required by the federal Public Health Service Act [42 U.S.C. 300x–26]. The law requires all states to have in effect a law making it unlawful for any manufacturer, retailer, or distributor of tobacco products to sell or distribute any such product to any individual under the age of 18, and to conduct random, unannounced inspections to ensure compliance with the law. States are required to report this information annually to the federal Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Prevention (CSAP).

The charge of Act 158 of the 2015 Regular Legislative Session was to provide transparency relative to Medicaid managed care programs. Within the Office of Behavioral Health (OBH), this involves the Louisiana Behavioral Health Partnership (LBHP) and its included Coordinated System of Care (CSoC).

This report summarizes the findings from the Louisiana Caring Communities Youth Survey (CCYS), a survey of 6th, 8th, 10th, and 12th grade students. The results for the State of Louisiana are presented along with comparisons to past years results for State of Louisiana. In addition, the report contains important information about the content of the survey, and suggestions and guidelines on how to interpret and use the data for prevention planning.

Act 384 of the 2009 Regular Session of the Louisiana Legislature created the Implementation Advisory Committee and provided that it shall recommend to the Secretary of the Louisiana Department of Health and Hospitals (DHH) a specific plan for implementation of the consolidated administrative functions of the Office of Behavioral Health (OBH).

The Louisiana CCYS was originally designed to assess students’ involvement in a specific set of problem behaviors, as well as their exposure to a set of scientifically validated risk and protective factors identified in the Risk and Protective Factor Model of adolescent problem behaviors.
